Moving icons, power saving notification

I find it very annoying that I cant seem to move icons around within the same homescreen to change their order, but I CAN do this within the Apps drawer. If I want to change the position of an icon in the homescreen, it can only go into an empty slot, and not between 2 existing icons. This becomes more of a pain when you want to move icons within a full homescreen, as you have to move one out into an empty slot in a different screen, then shuffle the icons round, and move the one you moved out back in again. (and i find panning between screens very clumsy indeed, as i can find it difficult to get to the screen i want with any ease)

Is there a way of moving icons "properly" here, just like you can within the apps drawer? I was hoping KH3 would have addressed this, but it seems not.

Also, when power saving mode gets activated, a "recycling" type of icon appears in the notification line. I could live with this previously, but now I've upgraded to KH3, there is a new power saving option, so now there are 2 of these icons in the notification line. Is there a way to get rid of these icons here, as I find them a bit unnecessary and annoying.

unfortunately, the answers are no and no. i agree with both, its sloppy and shouldve been fixed. the homescreen thing is part of touchwiz but im guessing the power saver mode is an android issue?
