Help My EVO 4G is going really slow!

The speeds are horrible with 3G, and the 4G connection won't connect here in south Florida.
It's my grandfathers phone so I don't want to root it.
Any ideas to make it faster?

I'm a little pissed I've been paying the extra $10 for 4G since the phone came out and i still can't connect to 4G, this is BULL
 
When I was in Miami in April, my 3G was slow with good signal. Everytime I tried to connect via 4g my data speeds were worse then the 3G. Which was my case in St. Louis this past weekend. I got 1 bar of 4g and my webpages kept timing out while tethered, I eventually switched back to 3g and they moved like lighting.

One would think a single bar on 4g would yield faster speeds then 3g...
 
More than likely Sprint is servicing the towers in those areas. If that isn't the case a lot of people could be using 3G at the same time or you live in a bad Sprint coverages area.

I'm actually very sure that's what that $10 extra is for. My girlfriend has Sprint, a Samsung Moment, and no extra $10 fee. Oh, also, I really don't think that the signal bar at the top reads 3g signal. Seeing as how 3g and phone signal are shown to be in different places some times on Sprint's own maps, I'm going to say that they are two different types of data signals, and thus, that old signal gauge at the top only reads phone service. I know I've been completely out of signal, yet still able to get 3g.
