Root My fastboot command doesnt recognize LG L70

My phone will not come up in the Fastboot devices list
the responce goes as followed:
C:\Users\sever\Desktop\bootloader_unlock_part1>fastboot devices

i am going to try a different way of installing adb and fastboot and repost
the device is rooted, i have reflashed the stock firmware, and re-rooted after running LG Laf Recovery Multitool v1.2 and it soft bricking my phone, but i am still stuck, using abd devices comes up with the phone, but fastboot devices does not recognize it, i cannot get into fastboot, as download mode is on, and i cannot unlock the bootloader, even using the bootloader unlock from the forum...
please help!!
I am using windows 7 Ultimate x64 by the way

after installing the full sdk, still nothing :( if you could please help, it would be much appreciated!

what do you mean it soft bricked?

Edit: Anyways, you have to install the fastboot driver, look in device manager and make sure there are no unknown devices while booted in fastboot, if there is, fix it.
 
when i did unlock, it rebooted the device, gave an LG boot screen with text in the top right (all i can remember is --portchange--)
and wouldnt go any further, i cant even access bootloader or fastboot as of right now

Did you read the script? It asked if it detected your device. If it doesn't that means to fix your drivers.

could you give me a download for the fastboot driver?
i have tried the LG installer that came with the phone, one i found on the internet, nothing
(sorry for being so needy)

after installing what i thought was the driver
