Help my galaxy note 10.1 is stuck in a boot loop

hello everyone
so a couple of days i downloaded a program and it installed a graphics driver update and afterwards the device began working in a boot loop

i kept it with me as i was on a bus back then but my idiot brother took it and format it for me which reset the settings and which resaulted in disabling devoloper mod

anyway, i want to ask fi there is a way to turn it on so i can reflash it and fix it?

What do you mean re-flash it. did you have it rooted or are you on Stock. Have you connected it to Kies to try to resolve???
