Help My HTC cha cha is stuck at the startup

My HTC cha cha is stuck!
It is stuck at the startup, :
white screen with "quietly brilliant" logo.
then it`ll blank in black for awhile before repeating the same thing over and over again
any idea? please help me?

Have you tried a battery pull??

The phone is not rooted is it ??
