Did you install something like No Lock (I know I know probably not but I had to ask)? What have you done to the phone so far or has it been like that since you turned it on? If it has been like that since you turned it on try a factory reset maybe?
Ok do a Hard Reset. Then do the OTA update then wait a bit and do the HTC Watch update and then the Lockscreen update. If none of that fixes it there is a bigger issue but I would bet good money that a hard reset will fix it and if not then the updates will.
The very first thing I do when I get a new phone is to perform a hard reset then proceed to setting it up. Been doing that for years and it seems to minimize any further issues.
