My phone is weird wtf it was at 3% of charge one second plugged in the wall.its 46% wtf lol

Happens to me as well, a lot. Try whipping stats as Shiny said, or let your phone die and then charge it.

Also I think its important to wipe the battery stats when its at full charge 100% then you let the phone completely die (shut itself off) and then charge it uninterupted all the way back to 100%. After you go through that process once then you can use the phone like normal if that is not your normal and maybe a week or sooner you should start seeing the accuracy improved. Wiping the battery stats and going through the process should be done anytime you flash a new ROM. Ive read all this somewhere and its what I do and in most cases it seems like my battery last longer after this. I could be wrong though.
