honestly, you are better off asking that question in a chinese forum (i am assuming u know how to speak/read chinese). Because this forum's members don't really answer this type of question (seen many people posted them before and also haven't heard any replies on the post i made a few weeks ago regarding the same issue)
BUT here is basically what I have found and told my Chinese speaking parents. The phone does not come with Chinese as a default supported language; however, the phone is capable of reading Chinese in texts, typing chinese through 3rd party keyboard, and using certain Chinese applications (i use chinese during some text messages with friends, currently have both QQ keyboard and sougou keyboard, and using QQ weixin moumou etc in chinese. But I am using a HTC t-mobile G2 and also a 1st time android user, so some info may come out incorrectly on the note 2. I can give you an update once i get my note 2 in a week or so). If your parents are fine with that, then stick with Android. If not, go to iOS. BUT with iOS, you are capable of switching the core apps into Chinese, but the application store will be stuck with the US (or wherever u r from) unless u make a Chinese iTune account with a Chinese credit card. (at least thats from what I assume based on a guide for how to obtain american app store in other countries)
