Help Need help connecting to pc

I have windows 8.1 so maybe that's the reason. I just cannot for the life of me get this Microsoft computer to recognize the nexus 7. I have tried everything. Debugged both ways (MTP and P2P) and device manager is not showing Other Devices like the instructions tell you. Also, not showing Android ADB anything in the device manager. I have the drivers downloaded but cannot update a device that's not showing. Can anyone help here?

I used wugs to set up the drivers as there are a few different ways. In the toolkit I used option 1 and it was far simpler than on Win 7.

Working fine on 8.1 here.

If for nothing else, download Wug's toolkit and follow the driver instructions explicitly, especially the portion about using USBDeview.
