New Android user...

hello i had new to android developement and user of java development since 3 years..as i have installed android plugin in eclipse IDE but after completing all installtions but the when i first created a new project by new>file>project and fiileing the appropriate details i get an error as "\android-sdk-windows\tools\lib\proguard.cfg file missing can't specifed" anyone can help me that what is the error...i m very frustrated from this error...
