New Galaxy Tab 2 7.0 on-board memory

Hi everyone, new to forum. Just purchased a Galaxy Tab 2 7.0 with 8 gb factory installed memory. However when I check the "Storage" tab in "Settings" it shows 4.59 gb total and 4.05 available storage. So where is the remaining 3.41 gb? I look through Samsung Support but didn't find any answers. Is it hidden for back up os storage? Or do I have a bad unit.

Its used for the OS of the tablet and any factory installed apps like Touchwiz

Just to add there all like that the shown Storage size does not include the space taken by the OS or Programs they install.
