Well, not really. It isn't that simple. You could potentially generate a lot of different radio waves with the same components, including how those components are oriented to each other.Couldn't they approve all the components? Wouldn't this intently imply approval of a device built with the components?
Even something as simple as changing the battery could change the output, and in some handheld devices, could then make that device no longer FCC certified or compliant. Then of course there is the issue with shielding.
Is something like this likely to cause significant interference, etc? Well, no, but you have to draw the line somewhere, better safe than sorry, and all that.
