I don't see that same screen you have how do you get to that?
I noticed that no one has made any more comments on this one.
Do you have a SIM to put in the phone? I've never checked to see if the IMEI is displayed without a SIM inserted. I would think it would be, but I've never tried it.
The IMEI should be on the box the phone came in as well. That being said, it's not needed unless you're trying to access the cell network, and for that you'll need the SIM.
UPDATE: I pulled my SIM and the IMEI displays without it.

from what ive read around the internet, thats a bad thing. some apps need to see the IMEI for it to work to verify your the owner. I could be wrong however.
and from my days of rooting the Galaxy S3, i was warned that there is a high risk of losing the IMEI when rooting which could result in complete disconnection with the carrier because again, they need to know your the owner. though ive never heard of that risk with any other phone.
so either:
A: you got a defective IMEI and should contact the retailer or Google
or
B: It was previously owned and opened and tampered with and should return it

That's not how Android works, or at least Android apps from the Play store. If thet were true, you counldn't use them on multiple Android devices, including ones (like tablets) that don't have an IMEI number.
I strongly suspect that is sheer nonsense being spread by carrier employees. Flashing a new ROM doesn't lose your IMEI.

Ahh OK gotcha, I was wrong. But losing your IMEI idk, I've actually read posts from people crying for help to restore their GS3 IMEI after they flashed a rom. But who knows, I've rooted it 8 times over no problems. They might have been morons

To enable the Unlimited LTE plan on ATT I gave them some random imei of a samsung skyrocket that I found in a forum.
I'm currently using my Nexus 4 and I guess you could say ATT has no idea.
This could be unique by carrier, but I can tell you for sure it does not matter what imei you give ATT, just pop in your sim card and the data plan they have for your phone number will work.
