Welcome to the forums!

Its def not a phone, but you could probably set it up to use a VoIP app to make calls on data.

The nexus 7 is a great device, bit its missing the phone radios since its a tablet

let me be the second to welcome you to AF camilad She won't be able to make phone calls (like a phone) from it but she will be able to text with an app like textfree.. and could use skype to make calls if she has an internet connecion.

Text free is definitely a good choice, text plus is another as well.
