Atendees to the I/O are always given whichever device google happen to be showing off. That's part of the reason people want the tickets so badly

Unless the Nexus 7 runs into over-selling I think he'll be hard pressed to see anyone willing to pay 3x the price to get it 2-3 weeks earlier.
