Help Nexus 7 Storage size issues

Greeting; I have had my Nexus 7 (32gb) since Nov 2012 and am generally very happy with this device.

When I first started loading the unit, I would plug it into my Win7 laptop and the device always showed the amount storage free out of the 32gb. Last night when I connected it I noticed that it now shows the amount of storage free of the 28GB. Is the memory failing or???
 
I am wondering if they have changed the reporting with 4.3, because my N7 (2013) only shows 26.1 available. Perhaps they no longer report the system file portion?
 
I've upgraded my 8GB Nexus 4 to 4.3, and when connected to my Windows 7 PC Windows reports 4.43 GB free of 5.66 GB. I can't remember if it said "out of 8 GB" before the upgrade, but it does look as if 4.3 reduces the amount of memory it advertises to Windows.
 
It's not a problem - it's just not showing you the system partition as being available data. That's really the way it should be - when a user plugs their device in, they really should see "out of" being the total amount they can use. They can't use the system partition space.
 
I do not disagree with "that is the way it should be", but it did start out saying 32gb.

I wish they would tell you when they change stuff like that.
 
It'd be nice if there was a full change log, I agree. As someone who works in a software development company, though, I fully understand how hard that is.
 
Some of the available space is used for the formatting in this case FAT32. If it shows the full amount it is just the size of the partition. So that(the smaller one) is actually the amount of free space available for files.
