I've used CacheCleaner NG for a long time now (on all my devices). It does require root though I think there may be some out there that don't.
I've found clearing up some memory does help a little bit though it could simply be a placebo effect. But, it's a free app and if I haven't wiped cache when loading a new ROM, I usually use it once a week.

I have used the cache cleaner in ES task manager and the one in ROM toolbox, I have not noticed a difference.
