NFC without switching screen on first

My new phone (S4 mini) comes with NFC, but for it to work, the screen has to be on. Is there a way to use NFC without that?

The typical use, like holding it to a tag when I come home, so that mobile data is switched off and WiFi on, is pretty pointless if I have to switch the screen on first, even if only the lock screen. I can swipe down on the lock screen, then tap on WiFi and Mobile Data and get the same effect in about the same time.

Any ideas?

Do you mind if I ask the question again, not specifically for this phone, in the general forum? I'm sure it applies to all kinds of makes, and it's a bit buried here.
