Help No access to Orange

I have just purchased an Samsung GT-P9100P SII with Orange Android 2.3.4. I already have an Orange HTC Desire and Orange SIM and this works OK, although local signal strength is not great. But the HTC nearly always picks up a signal from either Orange or Orange T-Mobile.

When I put the SIM into the GT-P9100P I can access Orange. When I search networks I see Orange & Orange T-Mobile so I select "Select Automatically".

But when I access " Status" I see

Network = Orange
Signal strength -95 dBm 8 asu
Mobile Network Type = Edge
Service State = Out of service

Of course I can't make calls as the mobile network is not available.

I have done a factory reset so all settings are untouched.

Does anyone know if this is a symptom of a faulty handset or are there software options to fix things?

I have reposted this as "out of service all all SIMs" as i have additional information which suggests that this is not an Orange SIm problem.
