The zmax doesn't have fastboot or any kind of firmware flashing tool that is available to the public. Can the phone still boot into TWRP recovery?

yup i can get into twrp recovery
Okay, are you looking to flash the phone back to stock, or do you want to get it working with a custom ROM installed?
Edit: Boot the phone into twrp and do a factory reset and see if that fixes the bootloop. The person you are helping might have done a dirty flash which can easily cause a bootloop due to old data that isn't compatible with the new ROM.

im looking to use a custom rom,i currently have cyanogen mod but it's bootlooping and since theres no fastboot i dont know what to do

yes i can,i just tried the factory reset but it just seems to be stuck in the "powered by android" boot screen but i can still get in twrp

Okay I thought maybe you just flashed cm without wiping but it sounds like you flashed a ROM that wasn't made for the zmax. What you need to do is download the stock ROM and put it on the phone's SD card and then boot the phone into twrp recovery and then factory reset and flash the stock ROM.

It is on android file host

I was checking broken os web site (dysfunctionalroms.net I believe)
And it was saying dfuse isn't the zmax maintainer any some other guy is now
