Just as the title says, you can use the No-frills CPU app to set frequency and governor and it'll stick. To do this, you must open the app, go to settings, and enable the "prevent other apps and system from changing" option. It'll pop up saying its only needed in jellybean, an HTC device, and other similar devices (blah blah blah, just select OK) and choose your governor and apply the settings and bam. Gorvernors will stick, just don't use any other app to change frequency or I/o scheduler or gorvernor and it will stick. (Tested for a full hour straight on smartass2)
EDIT: Loading SetCPU app overides the setting and switches it back to on demand. So don't try to test the gorvernors with that app and say this doesn't work. Rom toolbox doesn't interfere.
