Help No Network Issue

I'm in Canada on Rogers and am having connection issues. On Wednesday rogers had an outage across Canada for a few hours and pretty much everyone was effected up here. The issue is now my phone will not connect to the network. No data, voice or text. WiFi works just fine but that's it. I'm not rooted with the 4.3 JWR66Y running Apex Launcher. I bought the phone in mid August off craigslist but it was sealed in box. Brand new Sim card bought at the same time activated by the rogers store. Everything was perfect til the outage. I have tried pretty much everything I know. It will find the network but not connect. Either "your Sim does not allow a connection" or "this network is not available".

Factory reset
My Sim in 2 other phones - works fine
2 other Sims in my phone - same issue
4656 menu and tried every option
Called support and had them reset their end

All signs point to the phone being the problem but I have heard of connectivity issues being fixed by flashing a new radio? Forgive my ignorance, I'm a car guy not a computer guy.
Long story short, I have no money for a new phone and am hoping there is another option to try and fix this one.

Wifi and the other connections have nothing in common but the case they're in.

I'd call Rogers tech support. It's entirely possible that there's only one tower in range of you, and that it's still out for some reason. I definitely wouldn't flash anything unti I got this matter fixed. For one thing, flashing a ROM voids the warranty. (And you can't hide the footprints, even by flashing the stock ROM back.) So if you mess anything up, you end up throwing the phone out (or selling it really cheaply) and buying a new one.

If Rogers can't help, I'd try Nexus (Google) tech support.

I'm not worried about voiding warranty as I bought it off craigslist and have no receipt. I have been trying all over the lower mainland for 6 days now and same issue. I've probably used 15 or 20 towers in my travels and same issue and 3 different tries to rogers tech has yielded nothing but " it seems like a phone issue"
