Help No Notifications when in Standby

My wife has a T-mobile Samsung Galaxy Note 3, updated to KitKat and not rooted. Anytime the device is in standby, no messages of any kind are received. This goes for text messages, Facebook messages, and other notifications. When she turns the screen on, a flood of notifications and messages appear.

I was initially able to resolve this by assigning her phone a DHCP reservation on our home router, and then opening port 5228 to her device. Unfortunately, this no longer works. It's the same when on the 4G network (good signal).

Does anyone have suggestions? It's just infuriating at this point.
 
First things first. Restart the phone by long pressing on the Power button and choosing Restart from the menu. Now that that's done...

Tap on the Menu key and under Settings > Device tap on LED indicator and make sure the Notifications box is checked. This will give her a blue LED that will blink when messages or app notifications are missed while the screen is off.

Next open Gmail and tap on the settings key, tap on Settings then the email address Gmail is setup for, make sure Notifications and Sync Gmail are checked.

Basically the same thing for the stock Messaging app. Open Messaging. Tap on the ettings key then tap on SMS/MMS and make sure the Auto retrieve box is checked. Now tap on the More tab and make sure Push messages and Notifications are checked, you can also set the Message alert repetition from the More tab.

I don't use Facebook so I can't speak on that issue.

BTW, I'm a long time T-mobile user and have never run into the issue you've described but I hope my suggestions help.
