If you're talking about the phone itself (as a computer) being slow, no. Even with a custom ROM and a speeded up CPU, a slow phone will be slow.
An S4 shouldn't be slow unless you're running a few apps at once, and all of them take a lot of processing power.
If you're using the word the way the industry uses it - high ping on the internet - it depends on where it's being caused.

Turn off all the Air View/Gesture, Smart Stay/Scroll/Pause features.

What dubfreaKs is clearly talking about is the sort of lag that has been so widely discussed on this forum and elsewhere (e.g. xda-developers) i.e. stuttering when scrolling, pauses after unlocking the phone, delays starting apps etc..
I don't suffer from any of these things on my S4 but plenty of people have reported them. Unfortunately, my new Note 10.1 (2014 edition) does disappointingly show all of these symptoms.
A slimmed down ROM will frequently help with symptoms like this. If you are able or willing to install a 3rd party ROM, that is almost certainly the best way to get rid of the lag.
That said, it's almost certainly worth trying y2kgtp's suggestion first.

Rooting the phone only allows apps that need root access to run, it has nothing to do with slowness, and it won't affect the apps you're running now. All it does is put one missing file, su, in the phone, and it gives you a superuser app to access it with. Some "one click roots" also add busybox, to add back a lot of other commands that you woudn't use in a non-rooted phone. But that's just a file, and it doesn't affect speed.
Flashing a new ROM isn't rooting, they're totally different things. The ROM you flash will, though, most likely be rooted.
