Well the rom and Gapps are on my SD card but nothing shows up in TWRP. So right now my phone is useless. How do I get a new rom flashed from this state?

Root Noob mistake. Wiped phone clean in TWRP with no rom installed

So in TWRP, install, is it pointing to external storage, if your rom is indeed on the physical sd card?

The rom shows on the sd card when I put it in my surface, but not when it is in the phone.
Do other files on the sd card show up?

No they don't. I have powered off and on, and also tried to mount the sd card but it won't let me check the box.
OK, so how is the card formatted.
If it's a larger size, you want exFAT.
FAT32 generally works for smaller cards, can't guarantee that on the LG.
NTFS is not ok.
Make sure that you haven't encrypted the card.
I mention all that because I understand that your Surface has all of those options.

I did the exact same thing you did w/an OPPO N1,BLEW OUT EVERYTHING,accidentally,on the 1st day of ownership.
Luckily,I made a back-up before I got too carried away & the phone/TWRP "saw" the OTG-Loaded ROM & I was back in business.
Good thing too,because I wasn't able to load anything from my PC at the time & this saved me.
If so,load up a compatible ROM & see if TWRP will "see" it.

Look like it is in FAT32. I re formatted the card and just put those two files on it and it still isn't reading.
I do not have a reader or cable. I guess I will have to buy one tomorrow morning.

Well it took until 5am but I got it back working using adb side loading. There were 5 or more YouTube videos I used and none of them worked on their own. It was a perfect mixture of steps from all of them that got me through it. I'm typing this from the g3 running cm12.

No I'll have to do that when I get a minute. So far today I think I've used every function on the phone and everything is working. My main issues that made me want to root were :
1. Google messenger not working with group texts. I really think its the best looking messenger so I wanted to use it.
2. Phone not staying connected to my gopro wifi for more than a minute.
3. Phone not playing and or corrupting my gopro video files because of the way that LG partitions the card.
All three of these seem to be fixed, at the expense of the great LG camera. But I the camera is the least of my worries.

I'm very happy with the 3.0.1 SkyDragon Rom and custom kernel. Based on stock so the camera works great and has the bloat removed.
