Root noob question for sure......

with my old phone, I did the 1.14 OTA update. Decided to HTC Unlock days later and it did not reboot. It just stays there at the unlock bootloader screen. it didn't reboot like it should when I hit the power button after selecting yes. I could move between yes and no but hitting on the power button does nothing. Had to pull the battery, and rebooted phone, checked bootloader and saw it was unlocked. but what happened was not what it was supposed to do
This is exactly what happened to some Evo 3D users except their bootloaders weren't unlocked. HTC's solution was to run the RUU.exe for the same build that they had already installed via OTA.

That's also one reason why I include flashing the RUU.exe as part of my guide for rooting and S-OFF.

Hmm, makes me wonder if the RUU is working at the partition level, which could very well be the case. If so, then it will depend on how deep the issue lies. I can see instances where the RUU would be better, but if it's only a software error (which is more common), just flashing the needed part is much easier to start with.

The RUU really should only be a last resort and the fact that it works at such a deep level only reinforces this. You don't kill a fly with a nuke.
 
For rooting and rom flashing guides font on the stickies at the top of the forum and look at the unlocked potential rom by mobster. It's basically stick with helpful tweaks and beats audio
