Root Noob question

I see several posts talking about going to the command prompt on the DINC. I have searched and have NO idea where in the world it is.

If they mean my computer's command prompt that sucks because I am at work and can't get into it.

Thanks for any help on getting to this. I was able to get it rooted with the leaked 2.2, now I just need the command prompt for some programs I want to install.

FYI the leaked 2.2 is freaking amazing, haven't had a reboot (had many previous) since installation. Also runs a hell of a lot faster.
 
They are most likely talking about using the command prompt on your computer to use ADB. ADB is included with the android sdk, which needs to be downloaded, and then you can use the ADB commands (shell, push, etc.)
