Help not enough memory to upload photo error message?

when trying to upload photos to random social media sites via the web browser ( site currently has no app, just a mobile site, this is for numerous sites ) I get an error message on the bottom of the screen stating that there is not enough memory available to perform this action.

I have cleared the system cache through the boot menu, tried memory clearing apps, and have a lot of bloat ware disable.

any suggestions?

Even tried other browsers, same result on multiple web pages. Consistent problem.

How much free storage do you have?

Like 80% free ram and storage.
Even if storage was 99% full, shouldn't affect uploading.

I am getting a low memory warning, not low storage.

Ram and storage are different.
