Help Not getting notifications in non Wi-Fi zone

My galaxy s4 will not notify me if I get a new Snapchat, Facebook message, tweet or anything that requires data. I can go on these apps and they work fine but the notifications don't come unless I'm in a Wi-Fi zone. Also YouTube videos take forever to load even though they are a seven second video and I'm in an LTE zone. Does anybody know how to fix this? I'm with telus on the Canadian s4 running the new kit Kat firmware, rooted.

That;s the second time I've heard of this particular problem (the notifications) on an S4 OTA updated to 4.4.2. Take it to Telus and see if they can reflash Kit Kat for you. That may help.

Maybe there is a setting to restrict background data
