Hi

When i turn on my wifi it states turning on for a long period but the wifi is not turning on I am prompted with the following

• To see available networks, turn on wifi, To improve location accuracy, apps may scan for nearby networks, even when wifi is turned off. To turn this feature off, go to advanced settings and turrn off always allow scanning.

Wifi toggle button is on on but not illuminated.

Sorry to say any WiFi bugs will result in a FULL FACTORY DATA RESET but what kind of phone are you speaking about .

Well, I am afraid but on this one I have to agree with @BRAINZ2013 as you need to perform a complete factory reset in order to sort the problem out !

I have a Samsung Note 3

Hmmmm logging on to it with WiFi password and user name .

Most times we hate having to factory reset but if that doesn't- and in your case didn't help. it may be time to take it into a store for replacement.
