Help Notification bar not responding to touch

The notification bar on my EVO 4G is not swiping down. The rest of the screen works fine, and pressing the MENU button and then tapping "notifications" works as it should (and I can tap on and clear notifications). But the top few millimeters of the screen just aren't responding to my touch. I also tried scrolling a page in the browser to put a linked line of text at the top of the screen and that doesn't seem to work either (unless I tap on the very bottom of the text.

Sprint had me power-cycle, and take out the battery, and do some device reconfig that didn't even seem to finish, and now their next best idea is to go to a Sprint Store, and probably have to hard reset. No fun! Anyone know of solutions to this?

I'd try clearing data, cache and defaults from the launcher being used (ADW? TouchWiz? Launcher Pro?) in menu > settings > applications > manage applications.

Reboot, then reselect your launcher, which you'll have to reconfigure.
 
To my knowledge I am not using any different launcher...honestly I've only ever used the term "launcher" in a PalmOS context, never android, so I'm not even sure what it means. I am using the regular ol' FroYo HTC Sense.
 
I saw this issue with a replacement phone I got.
Out of the box running 1.5 and the pull down did not work or rarely and I had to use my nail to tap it.

I went into the hidden menu and tested the screen calibration with a stylus and saw the top pixels were not responding. It will drop down if you click the menu button then notifications so the operating system is working. The problem is hardware related.

I installed 2.2 and had the same problem. I put back 1.5 and returned the phone.

It sounds like your phone is damaged.
