does the OV have the pull down notification bar? if so, any lag?

Yes and I only get lag with it when I'm on a Skype call.

Yes, but I've never encountered any lag.

Fully functional, no lag, and fully customizeable, you can even put an animated background on it if you like (though I didn't like it animated, so I went with semi-transparent, see screenshots in my sig).

Yes. No lag here. If you don't want to use notification bar just hit the menu button at the bottom left of phone and tap on notifications tab.
