Notification light flash frequency

Can the SIII notification flash frequency(time between flashes) be adjusted or is it fairly quick already? Had an SII to try out for a couple weeks and it flashed like once every 10 seconds(too slow in my opinion). But does the SIII flash more frequently or can it be adjusted to flash, say once every 2-3 seconds.
I hated glancing at the SII and waiting and waiting and waiting to see if I had a notification. I tried some apps and it didn't seem like the SII could be changed.

From my limited Google search and reading:
-Rooted phone can be adjusted
-Unrooted phone can be adjusted with an app with ICS
-After Jelly Bean, some functions of the app will not work properly

well, from my experience the S2 had no LED light at all. I still own it and had it in hand one hour ago. How can you tell tat S2 has flash note?
