I think that's a feature of Launcher Pro that person is using. I haven't checked it out myself but I've seen it in the options.
How do I get the number noficiation like on some apps such as in this picture.
Like the Gmail.
It's an app .... it's called un_read gmail or gmail count or something like that .....

from your homescreen click the following -
menu-preferences-dock settings-notifications.
