Help OK Google anywhere doesn't work (even though it's enabled)

So, yeah, that's the problem. I can use the voice command from the home screen, as well as the Google app, but when I go into any other app (or the lockscreen (the android lockscreen, not the moto one, I know it won't work with that one)), "OK Google" elicits no response.

I don't have Moto Voice enabled, but I'm at a loss for what I might have overlooked in the settings.

When I compared the settings of my phone with those of my tablet, I didn't notice any differences, but again, I might have overlooked something.

Any help is greatly appreciated.
 
In the meantime, I have returned the phone for unrelated reasons, and have a replacement already.

Sadly, it also doesn't seem to "hear" me when I'm in another app.

I'm tempted to think that it's the Moto software as a whole, enabled or no, but I don't want to test that if I don't have to.
 
There have been problems since that spring update. There was an update in april or may that took the functionality completely out. Then an update happened that "fixed" it. It mainly affected the S6 users but I have an old phone, Note2, and it lost it during that initial update in April/May. It's been spotty ever since. Also, the wording of the "From any screen" section in Setttings has changed slightly. There has been a lot of tinkering going on since April
 
It does seem to be device specific, because my Nexus 7 (2013) doesn't have the problem at all. Then again, it has 5.1.1, as opposed to 5.1 on my Moto X, so maybe that makes a big difference.
