Just fixed the issue getting help from google forum:
1. Uninstall (uninstall updates) Google app from Settings -> Apps -> Google -> ... (tap the three dots on top right) -> Uninstall updates.
2. Now setup Google voice.
3. Once successful, you can update Google app back to the latest version.
4. Open Google app, go to Settings -> (Google Assistant Settings) -> Phone, and Enable "Access With Voice Match" option (and Google Assistant if it is not enabled), and this time it will hear your "OK Google" 3 times!
