I switched back to dalvik hoping to resolve some funkiness, or at least verify whether or not ART was the issue. I also wanted to try out some optimized dalvik libraries from this thread:

The zips flashed fine, and allegedly backed up the originals. I also wiped dalvik and cache. Upon rebooting however, it hung at starting apps. I booted back into recovery and tried to restore the backups which did not solve the issue. Neither did fixing permissions. Finally, I restored the system partition from a backup and all is well. Just not sure why the libraries didn't work. They're supposed to be compatible with all devices.
