No. Honeycomb (3.0) was really just for tablets. Ice Cream Sandwich (4.0) is when Google merges the smartphone and tablet forks. Gingerbread (2.3) is available for the LG Optimus One though, so there's a possibility you might be upgrade your Optimus V (which is just Virgin Mobile's version of the Optimus One) to 2.3.
