Help Options for making/receiving calls while in other countries?

I'll be doing a fair bit of international travel for work over the next few years and I'd prefer not to have to rent a phone for each trip.

What options are there to be able to make & receive calls to & from both the US and my foreign location? I work in event planning so I'll be spending most of my time in hotels, so access to wifi should not be a problem for the most part.

I'm not currently rooted, but have been thinking about it for a few reasons, so if the best ideas require root I'd be open to those.

Also, I'd be able to get reimbursed for any costs, but I'd prefer something with a flat fee rather than per minute charges because personal calls would not be reimbursable if I'm paying by the minute. Also, if there is a flat fee type service, ideally it would be something I could activate during the specific periods I'll be travelling rather than having to maintain (and pay for) the service year round. However, with that said, reliability is absolutely more important than saving money.
