Is there a way to rearrange the icons inside a folder?

I'm trying to understand exactly what your question is referring to. By "icons inside a folder," do you mean the app links/icons in the app drawer?
Once rooted, I found that I could have apps/widgets appear anywhere I wanted in the app drawer by renaming them; they by default exist alphabetically, with the notable exception of those not stock, which appear at the end of the list and not alphabetized. I don't like doing that, though, because there's a risk of messing up the links to the program they represent.
If you mean custom icons for selection and use on your screens, again, root access to their folder will enable you to rename them which will put them in a different spot in that folder.

What I meant was, I have created folders for one of my home screens. The icons appear in the order I placed them into the folder. I want to re-arrange them. From what I've researched now, android provides no way to do this but to root or by a third party app.
