Help OS updates

Who controls the new OS for an inc? Does Verizon push it out or HTC? I know with the BlackBerry Storm I'd see all sorts of new releases but Verizon only released one update the whole time I owned the phone. Is it the same with the Android phones or does Verizon roll out the updates faster?

Firmware updates come from HTC, but are given to Verizon to push/test. The delay in getting updates to the DInc is due to the Sense UI, which also has to be updated for compatibility with the firmware update.
