Root overclocking limiting factor

Whats the end all limiting factor when overclocking?

The highest I can set my EVO to run is about 1190MHz...anything higher, and it gets caught in the boot loop.
However, according to setcpu, it looks as if I can theoretically overclock higher than this. Meaning that there is extra room on the slider to increase it.
I have also heard of phones getting up to 1500MHz! (I dont know if they are EVO's). So, what is the limiting factor that causes my phone to start becoming unstable at increased MHz speeds?
is it the kernel?...the ROM?.......something else?

While the software controls your hardware and is inheritedly a factor, the hardware has to produce valid returns. No matter how good the software is, it's the hardware that ultimately does the work.

The breakdown happens when you put in a 1, expect to get back a 1 and you get a 0 or nothing (which is more likely) or sometimes you get a 1 and sometimes a 0, everything that follows is toasted.

The kernel you're running determines the min/max speeds that you can over/underclock to. Not all phones can actually go that high, though, even if such speeds are enabled in the kernel. The CPU itself simply can't handle speeds that high, and becomes unstable. At which point, the phone reboots. Some phones can overclock to 1500 MHz, but the Evo isn't one of them.
