Help Package File Invalid (Only on Wi-Fi, not Data)

I'm rooted, unlocked, and running Baked Blackbean 8 Custom Rom with the gappsinverted-jb-20130512-signed version of GAPPS.

I am unable to download any apps on wifi, I get the Package File is Invalid, however when I turn WIFI off, I am able to download at free will, no issues.

I've tried the wipe data and cache for the Google Play Store app, as well as clearing the data from the Google Services. I've tried from TWRP a cache wipe as well. Is it possible my issue is just the wifi connection I'm on at work? Is is possible there is some sort of firewall here preventing me from installing apps?

There may be something blocking downloads over wi-fi, first of all try another wi-fi connection, if not ..try installing another ROM, as : ViperOneS or MIUI.
