I wonder if the jack on your phone is dirty or broken. I haven't ever heard a bit of ststic from pandora and I've been listening regularly for about 3 years now...
Check to see if there is lint/dust in the earphone jack. Just blow into it like you're trying to get an NES working. Also, see if you get static with other services, like slacker and jango. Is your signal good? Are you on wifi, 3G, 4G? All? Does the regular music player play the static, too?
