Help Parse Error/Question about download storage

I'm trying to download a custom .apk from a website and getting a parse error on my Evo. I've downloaded and installed on several other phones with no issues.

I've tried installing from different browsers, emailing myself the file, etc. with no luck. I even factory reset the phone. I thought it might have something to do with a bad sd card but I can't find an easy way to set downloads to install on phone storage.

I've also tried to move the file from the sd via Astro file manager but it will only move the file within the sd card and not from sd to internal storage.

Any advice for what I can try next?

So are you able to download it to your phone but it wont install?
Or it wont even download?
Is the apk compatible with the phone?
If it does download, it may be in your downloads folder.

Most likely it's not compatible or it was a bad file.

you have to be rooted to install certain apk's, especially if it is to the system partitions. what apk is it?
