Help PDAnet+ wifi tethering not working

I know that the wifi hotspot doesn't work for the prevail 2 but usb tethering should work right? I have enabled usb debugging and the app says usb tethering is ready but my computer isn't responding to the app. I know that the cable isn't the problem because I can transfer files with the phone without a problem I installed the pdanet desktop client but when i try to use it a messagebox appears on my computer saying that i need to enable usb debugging on my phone. I'm pretty sure that the problem is on my computers side I'm using windows vista and my computer cannot detect bluetooth networks can someone help me please
