Pendopad 4.0 HELP!!!!!

Hi,
I am a total newbie to all this android stuff.I'm hoping someone or several people can help me with this
I bought a pendopad 4.0, I have figured out how to put music and video on it for the kids. My questions are:
How can I connect it to the net if I dont have wireless on my home pc?
How do I connect to the net via my mobile hotspot? ( I have tried this without any luck)
Can I download games for it to my pc then to transfer to the pad?

It requires wifi to connect to the internet. You'll either have to buy a wifi router or go to Starbucks or KFC or something, use their wifi.

How do I connect to the net via my mobile hotspot? ( I have tried this without any luck)

What is your mobile hotspot? A phone with tethering enabled, or something else?

Can I download games for it to my pc then to transfer to the pad?

Google Play requires the device itself to be registered with Google, and connected to the internet. As apps are downloaded directly to the tablet. You can get some apps and games from sites like SlideMe.org, that you can download to your PC and then install them on the tablet. However the selection of apps is very limited compared to Google Play.
