Phone language changes after being turned off

Hello,

I very recently jumped from a Nokia that was a basic phone in 2005 to a LG Optimus P500. The OS is Android 2.2, kernel 2.6.32.9 (dated sept 26, 2010).
I live in Italy, but I want my phone to be in Russian and show me news about Russia.
I was really thrilled by this phone on the first day. Then I turned it off, and on for the second time. The phone asked me to enter the PIN in German, but that's OK, then finds that my phone provider is Vodafone Italy, and everything turns to Italian. I have to go to the settings, change the language back to Russian. That's just a bit annoying to have to do that after each time I turn the phone off, because it's not every day (still when I travel it's usually by taking 2 planes, that means turning off and on the phone twice), but that's not the end of it.
Even after I switched back to Russian, I still have the daily updates about Silvio Berlusconi's sex scandals and legal problems, which is an accurate description of Italian news (in Italian of course). After trying different things, I found out that to get back Russian news, I have to make a change, any change, in the list of themes displayed. Then it show news in Russian, but with the modified themes. If I want to show my favourite themes I have to change again the themes back to my favourites.
That's quite a lot of gymnastic just to get news in the language I want.

I actually hoped I could get, besides news of the world and Russia in Russian, news about France in French, about Germany in German and maybe a couple more. I've taken down my expectations, now all I hope is to have my phone stay in Russian after being turned off (I know a bunch of languages but if I go to Turkey I don't want to have to struggle with a phone in Turkish!!) and keep Russian news...

After I found out about this problem, I made a factory reboot, so I know it's not related to my GPS position (GPS turned off immediately, inside and with a window to the north only), or to the name of the city I gave to the news app (didn't give any) or to the weather app (same).

Thanks in advance for any hint about this problem.

PS: OK thanks for moving to the right part of the forum, I hadn't realized there was a part for this phone and I didn't realize this issue could be hardware specific instead of OS specific.

PPS: Yeah I realize the title should have been Phone changes language after being turned off, but I can't edit the title
