phone must think data is Wifi

Alright guys, what I need is an app or a way to make my phone use my wifi as my data. Just like I have no data at all. Here's why: At work I get zero service. None. But I can connect to wifi. However because I can't use my data at all none of my apps will work. Pandora, google play, YouTube, weather, netflix, you name it, all want to use data for the initial start of the app and I can't connect because I don't have service. So I need my phone and all my apps to use my wifi exclusively for everything while I'm at work. Simply turning data off doesn't work. I'm using a T-mobile Samsung Exhibit SGH-T759. Any help guys?
 
WiFi and data are the exact same thing. Try it at home on your own WiFi. There has to be something up with your work's.

They will if you're connected to a wireless AP, as wifi always takes precedence over mobile data.

my web browser does work, but that's it.

That indicates that the problem lies elsewhere, then. Perhaps the router(s) at your workplace are blocking traffic on certain ports, or filtering specific packet types?
 
Well I know that people around me with iphones are able to use any app they want. I'm petty sure people with androids who do get service at work can use all their apps too. Not having any service is all I can think of!? And I need a way around it.
 
I regularly toggle my data off and run exclusively on wifi while at home (saves the battery a bit on my ancient Continuum.) There's something else going on with your phone that you need to figure out.
 
Solved it! Here's what I did. I rooted my phone, and them installed proxydroid on my phone put in the proxy info and awesome! Everything works fine now. Thanks for the help guys!
