Here's a basic question, how well does the Evo work doing basic phone functions? My Hero sucks eggs at it, lags for 15 seconds to even 2 minutes to make a call.

I highly doubt you will find an issue that bad with the EVO. Sounds like your handset might be defective in some way.

no he doesnt have a defective model...its a common issue...get DIALER ONE app

Even with Dialer One.... since the 2.1 update the actual phone usage on my Hero has been worse than anything I've seen on a 'phone' to date. It still hangs about 25 seconds from call to call, and seeing as I use my phone...well...as a phone more than anything, this is rather troublesome (makes me want to rip my arm pit hair out, break the phone in half, stuff it in there, and break it back into place).
